Updates to layer programs

1) LAYER1xx.EXE (reads a .HKL file in SHELX format, with the cell params as 1st line)
----------------
LAYER102 - there were some graphics initialisation problems which have (hopefully)
            been fixed in this version

LAYER103 - when viewed down b*, version 102 labeled the layer K x L instead of H x L
and this minor oversight has been fixed

LAYER104 - a module has been added to output any layer as an HPGL file ("Plot Layer"
menu item). The layer is plotted to a file which can be identified as
the title of that layer (i.e. if the layer was -1 k l, then the plotfile
            will be called -1KL.PLT.
This .PLT file can be imported into word processors and various other programs
which will allow output to a high-quality printer. The program PRINTGL is
available from sol.dmp.csiro.au as /pub/dos/prtgl142.zip. It is a shareware
program that will allow you to send an HPGL file to a printer. I use a
Laserjet 4M Plus printer and have obtained the best results with PRINTGL
using the command line "PRINTGL /Phkl.plt /FL /WM" where hkl.plt is the
plot file of a particular layer. I have also successfully imported the
.PLT file into MS Word for Windows as a Picture and printed it to the
            laser printer.

1) LAYER2xx.EXE (Will read a CAD4 .DAT file )
----------------

LAYER202 - fixed problem of not giving indexing lines for vertical axis if theta far
            from 90 degrees
         - previous version was not able to ignore high negative CHI reflections that
caused a crash condition and therefore caused a divide-by-zero error.
            This has been fixed.

LAYER203 - will allow you to point to a reflection with the mouse and click the left
button to get its Miller indices.

LAYER204 - there were still some problems extracting the cell angles from the orientation
matrix of the CAD4 DAT file. Sometimes they were out by 180 degrees. This
            has (hopefully) been fixed.

LAYER205 - when viewed down b*, version 204 labeled the layer K x L instead of H x L
and this minor oversight has been fixed

LAYER206 - a module has been added to output any layer as an HPGL file ("Plot Layer"
menu item). The layer is plotted to a file which can be identified as
the title of that layer (i.e. if the layer was -1 k l, then the plotfile
